Road maintenance workers and vehicles can use the road, providing they do not affect traffic. The Transport Ministry has also banned the construction and installation of advertising boards. The municipal Department of Transport has been instructed to establish a traffic management office for the highway to manage and handle traffic problems.

At the workshop held to review road transportation developments this year, Bui Van Quan, chairman of the city's Transport Association, said that it was very difficult for transport companies to have their own parking lot even though they desired it. Current land prices are too high not for individual firms, but also for co-operatives.

This is the first legal document on water supply in Viet Nam following the Government allowing water suppliers to operate as businesses. Generally, the fee itself is not a major sum to concern locals, but those not consuming the regulated volume believe they should not have to pay the basic charge.
